Franklin Local Board
Our funding for 2026/2027
We have been allocated $10.9 million for capital investment and $26.1 million for operational spend in 2026/2027.
Capital investment
We use these funds to renew and develop assets like:
- community facilities
- parks and sports fields.
Operating spend
We use these funds to run our services like:
- community centres
- libraries and parks
- community and environmental programmes and events.
The $26.1 million for operational spend in 2026/2027 includes:
- $22.6 million for community services
- $900,000 for environmental services
- $1.1 million for planning services
- $1.4 million for governance (how we manage our local board area).
These figures are rounded to the nearest $100,000.
A lot of our operating budget will pay for existing contracts to maintain community facilities and open spaces.
Extra funding for 2026/2027
The $26.1 million for operational spend includes extra funding for 2026/2027. However, a lot of this will help cover growing costs to provide our existing services. This includes increases in costs for:
- utilities like water and electricity
- maintaining community facilities like sport centres and libraries, and open spaces like parks and reserves
- staffing.
At the same time, we are making less revenue than expected from fees and charges.
In 2026/2027, we expect to spend $630,000 more to continue providing these services than we did in 2025/2026. This amount might change before the final annual plan is adopted.
What we plan to deliver in 2026/2027
In 2026/2027, we plan to:
- continue providing the local services, projects and programmes that are important to our community
- invest more in key areas and make changes to service fees and charges. This includes programmes to improve environmental and local economic development services, such as the:
- Franklin sport and recreation facility investment programme
- Predator-free Franklin programme
- Franklin waterway protection partnership programme
- Franklin Community Partnerships programme
- use any extra funding for capital investment to continue approved building and infrastructure projects. This includes projects in the Franklin facilities renewal programme that we can complete within the financial year.
Key projects planned in 2026/2027
In 2026/2027, we also plan to:
- open the Beachlands Community Hub to provide local arts, library and customer services in Beachlands-Maraetai
- continue to develop a sports park in Papahua and a community ‘hub’ in Pukekohe
- develop options to address community safety and environmental restoration at Karioitahi Beach
- deliver stages 1, 2 and 4 of the ‘Clevedon Village Heart’ plan to upgrade the Clevedon Hall site
- continue working on the Paparata local purpose reserve (Bombay) concept plan
- continue to research development options at reserves in Clarks Beach to meet the needs of the growing population
- continue to invest in our local economic development programme
- continue to invest in community-led programmes to manage pests and restore the environment.
