We received 615 submissions, many providing valuable insights from individuals and groups across our area.
Have Your Say:
- two webinars which were skype enabled engagement events were held on 14th July and 1st August
- Face-to-face (spoken interaction) was held on the 20th July at Papatoetoe Town Hall.
The following community partners used various engagement tools and avenues to gather input into the draft plan:
- Bluespur Consulting Ltd
- Te Ora O Manukau
- CLM Counties Manukau.
In response, the local board received the following feedback:
- 76 submissions through the online survey tool
- 526 hard copy submissions
- 13 Social media comments were received on the Local Board Facebook page
Adopting the Ōtara-Papatoetoe Local Board Plan 2020-2023
The final Ōtara-Papatoetoe Local Board Plan 2020-2023 was adopted at our October business meeting. The agenda and minutes from the business meeting are available here and you can view a copy of the plan online.
The final plan, including formatting and photographs, will be uploaded to the Ōtara-Papatoetoe Local Board webpage on the Auckland Council website early next year.
The six plan outcomes are:
- Transform Manukau
- Prosperous local economy
- A thriving, inclusive and safe community
- Parks and facilities that meet our people’s needs
- Sustainable, healthy natural environment
- Connected area and easy to get around
One of our roles is to advocate on behalf of the local community, and to do that we need your support when we ask the Governing Body (Councillors) to respond to issues Ōtara-Papatoetoe communities.
You’re welcome to register for local updates, including a reminder to have your say on the 10-year budget (Long Term Plan), where we’ll be advocating on behalf of Ōtara-Papatoetoe for:
- Promote more reinvestment in the Transform Manukau area
- Make Otara a “transform area” and make use of the opportunity coming up with Manukau Institute of Technology (MIT) moving its south campus to Manukau. There will be amazing residential and commercial areas and combined with existing council owned community facilities and assets, Ōtara can be transformed.
- New civic and community hub in Papatoetoe
- Fit for purpose sports fields and community facilities that serve our local people
- Finalise local alcohol policy and reduce harm from alcohol
- Regional action and investment to reduce, minimise and manage waste
- Affordable, warm and safe homes: Support the inclusion of social, affordable and well insulated housing in the local area
- Improve employment and training and entrepreneurship opportunities in the southern areas for young people
- Prioritise public transport through ‘route protection’, safer roads and connectivity

It has been great to hear from you and see your creative ideas and passion for your communities and neighbourhoods.
Who we heard from
We held four fono in partnership with Bluespur Consulting – who hosted these community fono’s with us and held one to one conversations with the faith based groups in the local area where we heard from a cross section of the community from young people to seniors. We heard many of your views face to face at the Diversity Festival, Papatoetoe Network meeting, Local Board movies in the park and local board Diversity Forum. We heard from residents through the Auckland People’s Panel as well as our online ideas hub. In addition to that we held a Southern Boards Mana Whenua hui held at Ngati Otara Marae.
In total we received over 600 contributions from around 307people.

What happens next?
All 21 of Auckland’s Local Boards are developing their new 2020 Local Board Plans based on what we heard and other inputs such as the Auckland Plan, Long Term Plan, and Annual Budget. Given the extraordinary circumstances we now face, you can expect to see some localised responses to Covid-19 recovery, and some things may need to be put on hold.
The next phase of this consultation will be in July when we come back to you with an opportunity to have your say on the draft Ōtara-Papatoetoe Local Board. We will be back in touch when phase two opens.
