Hibiscus and Bays Local Board
In 2025/2026 we plan to invest $17.2 million in capital spend to renew and develop our assets (resources we own). We also plan to invest $28.6 million to maintain and operate these assets and deliver local activities (operating spend).
These amounts include $1.3 million extra operating spend and $800,000 extra capital spend as part of the council's 'fairer funding for local boards' model as set out in the Long-term Plan 2024-2034 (10-year budget).
However, we might need to use some of these extra funds to cover unavoidable increases to the costs of existing services.

What we propose for the Hibiscus and Bays Local Board in 2025/2026
In the 2025/2026 financial year, we plan to:
- support youth networks in our area to:
- help our youths thrive
- give our youths a voice in local board decision-making
- support and recommend methods like:
- restoring waterways to their natural state
- daylighting to uncover buried water streams and rivers and further protect our sea, soil and fresh water from contamination and sedimentation.
- support the development and increased use of our local parks, reserves and sports fields to provide a range of leisure and recreation activities for people of all abilities, ages and socio-economic backgrounds
- encourage local business associations to continue to:
- support business development
- contribute to safer, more vibrant and attractive town centres that continue to meet the changing needs of our residents
- support and fund efforts to protect our reserves, parks and public assets from, and prepare them for, the effects of climate change through initiatives like the Urban Ngahere (Forest) Strategy
- contribute funding to develop a vision and plan for the future of the North Harbour Stadium and Domain Precinct.
