About the storm recovery package

Auckland Council and the central government have negotiated a one-off funding package to help Auckland recover from the severe weather events of Auckland Anniversary weekend and Cyclone Gabrielle.

The package is co-funded with the government providing just under $1.1 billion of new and reprioritised existing funding, and Auckland Council investing around $900 million.

Where the funding will be spent

Funding will go to three main areas:

  • restoring the transport network
  • Making Space for Water and other resilience projects
  • the buyout of Category 3 homes (where the risk from future flooding or landslides is intolerably high)

Important considerations

Auckland’s recovery from the severe weather events of early 2023 is going to require significant investment, with or without central government co-funding. We need to support impacted Aucklanders to get out of situations of intolerable risk and improve the resilience of our infrastructure so that we are better prepared for future events.

If we decide to proceed with the co-funding deal, there are a lot of policy considerations that we need to address, including:

  • how we define category 3 residential properties
  • how we set the buyout price
  • the size of owner contributions
  • what we do about insurance settlements, and uninsured and underinsured properties.

The Governing Body needs to decide whether to agree to the proposed package.

What we want your feedback on

We want to know if:

  • you support Auckland Council agreeing to the funding package
  • there are any features of the package that you would like to comment on, including the design of the Category 3 buyout process.

We also want to know if you support Auckland Council strongly advocating to central government for a national scheme to help us recover from similar future events.
