Hibiscus and Bays fenced dog park

In 2019, we found the Hibiscus Coast and Bays area did not have a fenced dog park.

We then looked into a possible site at Western Reserve, Ōrewa.

Feedback from nearby residents:

  • showed support for a wider consultation
  • suggested looking at other parks.

In response, Hibiscus and Bays Local Board decided to research more potential dog park locations.

About the proposed dog park

The proposed dog park would be about 6000 to 8000 square metres, depending on the site.

It would:

  • be fully fenced
  • allow dogs to exercise and socialise off-leash.

While there are many off leash parks and reserves in the area, none are fenced. The nearest fenced dog park is at Sanders Reserve in Upper Harbour.

Consultation

We received 307 pieces of feedback on this project. Consultation ran from 3 March to 31 March 2026.

We wanted to know which of the following locations is the most suitable for a fenced dog park:

What we heard

Metro Park East was the most preferred location, selected by 35.5 per cent of respondents.

Western Reserve received 31 per cent support overall:
  • 20.3 per cent preferred the western end.
  • 10.7 per cent preferred the central location.
Moores Point Reserve was selected by 10.7 per cent of respondents

23 per cent of respondents did not support any of the proposed locations.

People generally considered:

  • access and parking
  • distance from nearby homes
  • whether the site is already used by dog owners
  • impacts on other park users
  • traffic and safety
  • whether the location is central enough for the wider Hibiscus Coast and Whangaparāoa area
  • existing amenities, such as toilets, shade, cafés, paths and seating
  • drainage and ground conditions
  • potential visual, ecological and noise impacts
  • whether a fenced dog park is needed, and how it would affect existing open spaces.

What happens next

Your feedback will be presented to the Hibiscus and Bays Local Board on 2 June 2026. At this workshop, the board will consider the feedback received and provide direction on next steps.
