What we are proposing

We want to ask the government to amend the Auckland Harbour Board and Takapuna Borough Council Empowering Act 1923.

The current legislation prevents Takapuna Boating Club, who own the land and boat club building at 17 Sir Peter Blake Parade, Bayswater, from leasing the building to commercial tenants.

If the legislation is amended, Takapuna Boating Club can:

  • lease a portion of the building to a commercial party
  • restore and preserve the heritage building by using the income to fund ongoing maintenance and upkeep
  • continue to use the remainder of the site for boating and community use.

What happens if we do nothing

If we do nothing, this would prolong the deteriorating condition of the building as there would be no income to restore it.

Auckland Council does not want to acquire the property from Takapuna Boating Club because it would mean:

  • there would be no funding available to restore the building
  • the legislative restrictions would remain.

The only way to resolve this long-standing issue is for us to promote a local bill to amend the act.

What we want your feedback on

We want to know what you think of our proposal to ask the government to amend the act.

Background to the consultation

Takapuna Boating Club has already spent over $600,000 replacing the roof and renewing the foundations of the building.

It does not have the ongoing financial means to restore the building any further.

Capital costs to restore the building would be between four and six million dollars.

The building is currently used for storage of boating equipment on the bottom floor, and the top two floors are vacant and in disrepair.
