Changes to rates, fees and charges

We propose to set an overall rates increase of 5.8 per cent for the average-value residential property in 2025/2026. This is in line with what we set out in the Long-term Plan 2024-2034 (LTP).

Your rates pay for a wide range of day-to-day services and support investment in Auckland’s infrastructure.

Rates increases for residential properties

Our Annual Plan 2025/2026 includes an overall rates increase of 5.8 per cent for the average-value residential property for 2025/2026. This is around:

  • $223 a year, or
  • $4.29 a week.

Rates increases for business properties

The LTP set out that business properties should pay 31 per cent of general rates, WQTR, NETR and CATTR.

Since then, the value of business properties has grown less than the value of residential properties. To maintain the 31 per cent share of the rates paid by business properties, business rates will increase in 2025/2026.

We expect a rates increase of 6.8 per cent for the average-value business property in 2025/2026. This is around:

  • $27.08 a week, or
  • $1408.17 a year.

Property revaluations

We are working on our three-yearly property revaluation which will affect rates for the 2025/2026 financial year. Because property values change over time, revaluations ensure that properties of similar values pay similar rates.

As we are still working on the latest revaluations, we do not yet know what the new property values are. The new values will affect:

  • exactly how much each individual ratepayer will pay in 2025/2026
  • what the average increase for each property will be in 2025/2026 (except for our proposed 5.8 per cent average rates increase for residential properties)
  • the rates charged for every dollar of the capital value of a property.

The final rating valuation for each property will be available sometime in 2025.

Total rates changes for 2025/2026

We calculate rates increases for average-value properties in the residential and business categories based on average property capital values. Depending on the outcomes of this year's revaluations, we propose annual rates increases of:

  • $223 for average-value ($1,416,000) residential properties
  • $1408 for average-value ($3,777,500) business properties.

This means the total rates for average-value properties in 2025/2026 will be:

  • $4068.06 for residential properties
  • $22,123.78 for business properties.

Actual rates changes to individual properties will depend on the outcome of property revaluations.

Proposed changes to targeted rates and charges for waste collection services

Waste management targeted rates and charges pay for rubbish, recycling and food scraps collection services in Auckland.

To make sure we set waste collection charges fairly across the region, we will continue to set up same-standard waste collection services and fees in all areas.

We will introduce the rates-funded waste collection service in North Shore, Waitākere and Papakura this financial year, and Rodney and Franklin next financial year.

Properties in Franklin and Rodney will receive the waste collection service and start paying a targeted rate for waste in 2025/2026. This means residents in these areas will no longer need to buy rubbish bags to dispose of their household waste.

The targeted rate for waste collections in Franklin will be for the full 12 months. For Rodney, this will be around 83 per cent of the full year charge, reflecting the scheduled start date of early September 2025.

From July 2025, we will extend waste collection services and targeted rates to commercial areas in Manukau where the service is not yet available.

In addition to most fees and charges that we are changing in line with inflation, we also propose to:

  • increase dog adoption fees
  • increase fees for some cemetery and cremation services like ash wall interment and burials on a public holiday
  • change bach fees based on occupancy levels, capacity and location
  • align staff charge-out rates with staff pay levels for services in regional parks.
