Proposed changes to the Alcohol Control Bylaw 2014

We received feedback from 883 people and organisations about our proposed changes to Te Kaunihera o Tāmaki Makaurau Te Ture ā-Rohe Whakararata Waipiro 2014 / the Auckland Council Alcohol Control Bylaw 2014.
Summary of the proposed changes
We checked how the rules were working and identified improvements.
We proposed changes to the Bylaw that would:
- make new temporary alcohol bans for all major events at and around: Rarotonga / Mount Smart Stadium, Waiōrea / Western Springs Stadium, Eden Park, and Pukekawa / Auckland Domain. These would replace any existing temporary event alcohol bans at these locations
- replace rules covered by existing legislation or council policies about making an alcohol ban and alcohol ban signage. These would instead be included only as 'related information'
- clarify exceptions to alcohol bans for licensed premises and the transport of alcohol, and clarify how council can make temporary alcohol bans
- make the bylaw wording easier to read and understand.
No changes were proposed to:
- existing permanent alcohol bans
- the process to make alcohol bans
- exceptions to alcohol bans for buying and drinking alcohol at licensed premises in an alcohol ban area (including at an event) and the transport of alcohol in an unopened container.
Where the feedback came from
The majority of feedback came from:
- emails
- the online feedback form
- a People's Panel survey.
Key feedback themes
- Most people agreed with making the bylaw easier to read and understand, and making new recurring temporary alcohol bans for major events at certain regional venues
- There was general support for alcohol bans
- Some people thought that the proposed new recurring temporary alcohol bans were too restrictive or unnecessary.
Changes made in response to feedback
As a result of your feedback, we decided to adopt the proposed changes with amendments to:
- apply the Waiōrea / Western Springs Stadium ban area to any major event held at Waiōrea / Western Springs Outer Fields
- add the Auckland Zoo carpark to the Waiōrea / Western Springs Stadium and Western Springs Outer Fields ban areas
- add Te Papapa Train Station and accessways to the Rarotonga / Mount Smart Stadium ban area
- add any major event fan trail (an official route for event attendees to walk to a major event) to all new recurring temporary major event alcohol ban areas.
What happens next
The Governing Body adopted the changes to the bylaw on 29 April 2021.
The changes take effect from 1 June 2021.
